一、招标条件

本招标项目柳辛庄城中村改造项目回迁居住区二期地块(住宅地块)供水工程已由石家庄市行政审批局以石行审投资核字[2024]254号批准建设， 项目业主为自筹资金，建设资金来自自筹资金，项目出资比例为100%，招标人为石家庄长发建设发展有限公司。项目已具备招标条件，现对该项目的施工进行公开招标。

三、投标人资格要求

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：（1）具有独立企业法人资格、有效营业执照。 （2）具备建设行政主管部门核发的市政公用工程施工总承包叁级及以上施工资质。（不接受“资质预警”或“资质异常”企业投标）。（3）具备有效的企业安全生产许可证。

3.1.2 信誉要求：投标人及其拟派项目经理自2025年1月1日起至投标截止日止未被列入失信被执行人名单（以开标当天投标截止后在“信用中国网站”查询结果为准）。

3.1.3 其他要求：与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标；法定代表人（单位负责人）为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目同一标段投标，否则投标均被否决。

3.2本次招标不接受联合体投标。

3.3 各投标人均可就上述标段中的2个标段投标。
