3.本项目的特定资格要求：





合同包1(编制化工园区认定评估、产业规划及体系建设类资料)特定资格要求如下:





（1）投标人须具备独立承担民事责任能力的法人或其他组织，并出具合法有效的营业执照或事业单位法人证书等国家规定的相关证明；

（2）投标人须具备工程咨询单位甲级资信证书（石化、化工）；拟派项目负责人须具有注册咨询工程师资格证书。拟派项目负责人须提供由社保经办机构出具在本企业？2021？年6月至今已缴纳的至少6个月的社会保险（五险一金中一项即可）证明材料；

（3）财务状况报告：经会计事务所或审计机构出具的财务审计报告（2020、2021年连续两年每年度各一份，共两份）；公司成立时间不足两年的，提供成立年度起至今的财务审计报告；成立时间不足一年的，提供基本存款账户开户银行出具的资信证明及成立以来的财务报表，至少包括资产负债表、利润表、现金流量表；

（4）税收缴纳证明：提供2021年6月至今已缴纳的至少6个月的纳税证明（银行缴费凭证）或完税证明，依法免税的单位应提供相关证明材料；
