(1)供应商具备城乡规划编制乙级及以上资质和土地规划乙级以上资质。（注：①因城乡规划编制资质暂时无法延续，统一按现有资质等级认定。②项目实施期间，恢复城乡规划编制资质延续的，中标人须保证资质证书有效延续，若因出具失实、虚假报告等行为被行政处罚或其他任何原因导致资质证书无法延续，对采购人或本项目造成不良影响的由中标人承担全部责任） 投标人为联合体投标的，联合体牵头人须具备乡规划编制乙级及以上资质。







(2)项目负责人须具有注册城乡规划师资格
