合同包1(镇安县云镇花园移民搬迁小区后续扶持功能提升工程)特定资格要求如下:





（1）具有独立承担民事责任能力的法人或其他组织或自然人，并提供法人或者其他组织合法有效的统一社会信用代码的营业执照等证明文件，事业单位应提供事业单位法人证书，自然人应提供身份证明文件；？（2）本次采购要求投标人具备建筑工程施工总承包三级及以上资质，拟派项目负责人具备二级注册建造师及以上执业资格，具备有效的安全生产考核合格证书，且未担任其他在建工程的项目经理。（3）投标人应在人员、设备、资金等方面具备相应的施工能力，能具备处理周边复杂关系、化解矛盾的能力。（4）参加政府采购活动前3年内，在经营活动中没有重大违法记录。（5）财务状况报告：提供投标人2021年度的经注册会计师签署的财务审计报告（包括“三表”及附注）；？（6）税收缴纳证明：提供2021年1月1日至今已缴纳的至少三个月的纳税证明或完税证明，依法免税的单位应提供相关证明材料。（7）社会保障资金缴纳证明：提供投标人2021年1月至今任意三个月已缴纳的社会保障资金缴存单据或社保机构开具的社会保险参保缴费情况证明；依法不需要缴纳社会保障资金的应提供相关文件证明；？（8）在陕西建设网“陕西建筑市场监管与诚信信息发布平台”可查询到企业基本信息。（9）投标人不得为“信用中国”网站（
