3.本项目的特定资格要求：





合同包1(凤翔区公安局信息化智慧党建建设项目)特定资格要求如下:





1、企业资格要求：具有独立承担民事责任能力的法人、其他组织或自然人，并出具合法有效的营业执照或事业单位法人证书等国家规定的相关证明，自然人参与的提供其身份证明（加盖单位公章）；

2、投标人应授权合法的人员参加投标全过程，其中法定代表人直接参加投标的，须出具法人身份证及法定代表人证明函，并与营业执照信息一致。法定代表人授权代表参加投标的，须出具法定代表人授权委托书、授权代表身份证（加盖单位公章）；

3、财务状况报告：会计师事务所出具上一年度财务审计报告（成立时间至提交投标文件截止时间不足一年的可提供成立后任意时段的资产负债表或银行出具的说明投标人商业信誉的证明文件）（加盖单位公章）；

4、社会保障资金缴纳证明：提供投标截止前连续六个月缴纳的社会保障资金缴纳证明（加盖单位公章）；
