需要落实的政府采购政策：《政府采购促进中小企业发展管理办法》（财库〔2020〕46号）、《关于政府采购支持监狱企业发展有关问题的通知》(财库〔2014〕68号)、《关于促进残疾人就业政府采购政策的通知》（财库〔2017〕141号)等。

1.由云平台进行自动在线签到及在线解密，不需要委派代表前往开标/唱价现场，不需要到现场提交纸质或电子光盘投标/报价文件。

2.开标/唱价会，将以“腾讯会议”方式进行直播，参与开标/唱价会的，留意并进入云平台“开标大厅”右侧的“开标消息”栏目，主持人将公布“腾讯会议”的会议号和密码。

3.解密时限为主持人开启远程解密起30分钟内完成，投标/报价人不按要求进行解密，视为无效投标/报价。因技术问题导致在规定的时间内无法解密的，可以通过特殊通道上传备用的电子投标/报价文件，投标/报价人需保证上传的备用电子投标/报价文件与加密的电子投标/报价文件版本一致（即两份文件为投标客户端同时生成）。

4.在谈判/磋商期间，报价人应登录云平台“等候大厅”填写/响应谈判/磋商承诺和报价。报价人未按要求在云平台“等候大厅”填写/响应谈判/磋商承诺和报价而导致的不良后果，由报价人自行承担。
