合同包1(清洁取暖建设技术服务采购)特定资格要求如下:





1.具有独立承担民事责任能力的企业法人或其他组织或注册地在中国境内的外资企业，提供合法有效的（三证合一）统一社会信用代码的营业执照等证明文件（复印件加盖投标人公章或提供网上可查询的网址信息）；

2.法定代表人直接投标须提交其身份证原件；法定代表人授权代表参加投标的，须出具授权书、被授权人身份证及授权代表本单位的证明（提供有效的养老保险缴纳证明或劳动合同）；

3.投标人须提供2020或2021年度经会计师事务所审计的审计报告（新成立企业可从成立当年开始提供相对应的财务报表）或其基本存款账户开户银行出具的资信证明（资信证明开具日期为采购公告发布之日后）（复印件加盖投标人公章）；

4.税收缴纳证明：投标人须提供投标截止时间前6个月内任意3个月的缴税证明（注：依法免税或零申报的投标人应提供相关文件证明；若为新成立企业须提供相应月度的缴税证明）（复印件加盖投标人公章或提供网上可查询的网址信息）；
