1.招标条件

1.1本招标项目乡镇场镇污水管网提升改造等6个项目打包EPC工程二期（项目名称）监理已由南充市顺庆区发展和改革局以南顺发改行审【2020】273号文批准建设，项目业主为南充市顺庆区城乡建设局，建设资金来自上级补助资金。项目出资比例为100%，招标人为南充市顺庆区城乡建设局。项目已具备招标条件，现对该项目的监理进行公开招标。

1.2本招标项目为四川省行政区域内的国家投资工程建设项目，南充市顺庆区发展和改革局核准（招标事项和核准文号为南顺发改行审【2020】273号）的招标组织形式为委托招标。招标人选择的招标代理机构是中科标禾工程项目管理有限公司。

2.项目概况与招标范围

2.1建设地点：南充市顺庆区。

2.2建设规模：桃李春风项目及乡镇、农村居民污水管网改造工程，总投资约6300万元。

2.3招标范围：本项目全部监理服务工作。

2.4计划工期：360日历天。

2.5标段划分：监理1个标段

3.投标人资格要求

3.1．本次招标要求投标人须具备：本次监理招标要求投标人须具备独立企业法人资格，建设行政主管部门颁发的市政公用工程监理乙级及以上资质，投标人近3年（2017年以来）已完成或在建不少于1个及以上的类似项目业绩，并在人员、设备、资金等方面具有相应的能力。

3.2本次招标不接受联合体投标。

3.3各投标人均可就上述标段投标，但可以中标的合同数量不超过1个标段。

4.招标文件的获取

4.1凡有意参加投标者，请于2021年3月26日00时00分（北京时间，下同）至2021年4月16日9时30分，登录四川建设网（http://www.sccin.com/）进入“电子招标”栏目，通过“南充市公共资源交易平台登录入口”凭单位CFCA数字证书登录，报名并下载招标资料（招标文件、工程量清单、施工图纸等）（联系电话：028-85569858）。

4.2招标人不提供其他任何报名和招标文件获取的方式

5．投标文件的递交

5.1投标文件递交的截止时间（投标截止时间，下同）为2021年4月16日9时30分，地点南充市公共资源交易服务中心（南充市涪江路19号本项目开标室）。

5.2逾期送达的或者未送达指定地点的投标文件，招标人不予受理。
