因浙江华瑞航空制造有限公司发展需求，需要购买一台300KN电子万能试验机，用以进行以下试验：

（1）复合材料的基本力学性能测试，如拉伸性能、压缩性能、弯曲性能、短梁剪切性能、面内剪切性能、开孔拉伸性能、开孔压缩性能等测试；

（2）复合材料的损伤容限测试，即冲击后压缩性能测试；

（3）小型零件及装配件的非标性能测试，如加筋板的界面性能测试、铆接/螺接/粘接装配件的强度测试等。

3.投标人资格要求

3.1投标人必须是所投货物的制造商或制造商直接授权的代理商，若投标人为代理商则需提供制造商出具的授权书，否则其投标将被否决。如果境外投标人所投货物包含境内部分，则投标人须具备人民币结算能力，否则其投标将被否决。

3.2投标人须提供营业执照（企业登记证明材料）或经营许可证明文件。

3.3业绩要求：提供不少于3个同品牌同规格或同型号近3年（2022年1月1日至投标截止时间）的销售业绩。须提供2022年1月1日至投标截止时间包含本项目同品牌同规格或同型号的合同协议书及验收证明作为证明材料，合同须体现合同签订时间、销售产品内容和双方签章页，否则将按无效证明材料处理。

3.4境内投标人应当提供在开标日前3个月内由其开立基本账户的银行（开户银行）开具的有效银行资信证明的原件或复印件或提供2022年、2023年度会计师事务所出具的财务审计报告和经审计的资产负债表、利润表、现金流量表。

3.5至投标截止时间，境内投标人若被人民法院列为失信被执行人或被中华人民共和国应急管理部（包括原国家安全监管总局）列入安全生产不良记录“黑名单”，其投标将被否决。
